Big Project

At the France-Fujairah Forum, Fujairah Municipality Chief Engineer, Sohail Iqbal, spoke briefly about the new power and desalination plant as a further project that might bolster the confidence of French investors in the eastern emirate.

F1

The Fujairah 1 Power and Desalination Plant (F1).

+ Location: Qidfa, Fujairah, about 10 kilometres north of Fujairah city.

+ Owner: Emirates Sembcorp Water and Power Company.

+ Operator: SembCorp Utilities.

+ Commissioned: In operation since June 2004 by UWEC. Emirates Sembcorp took over operation in September 2006.

+ Total capacity: 86 megawatts (MW) of electricity; 100 million imperial gallons per day (MIGD) of desalinated water.

+ Components: 4 gas turbines producing 94 MW each; 2 steam turbines generating 137 MW each.

F2

The Fujairah 2 Power and Desalination Plant (F2).

+ Location: Alongside the existing F1 plant in Qidfa.

+ Owner: Fujairah Asia Power Company.

+ Commissioned: May 2011.

+ Total capacity: 2000 MW of electricity; 130 MIGD of desalinated water.

Fujairah Celebrates Arab Environment Day

Environmental Awareness

The Fujairah Municipality, represented by the Department of Environmental Protection and the General Services Administration, marked Arab Environment Day (14 October) with the establishment of a planting campaign at the Sakamkam School for Basic Education.

The awareness day for the students involved training and practice in the art of landscaping, the planting of trees and ornamental plants and the removal of garden waste.

A lesson was presented to the students on the impact of plastic on the environment. Brochures were distributed to reinforce the message about maintaining a sustainable environment and this was followed by a clean up of plastic waste around the school.

Arab Environment Day

This year’s slogan and emphasis revolved around ‘Cleanliness: A Collective Responsibility’.

The annual environment day is a celebration among Arab countries, aimed to encourage cooperation on environmental awareness and action.

The Arab Environment Day was first instituted in 1986, by a meeting of Arab Ministers responsible for the environment, in Tunisia.

Another Big Project

At the France-Fujairah Forum, Fujairah Municipality’s Chief Engineer, Sohail Iqbal, gave a keynote address on Fujairah’s big projects that are fuelling the emirate’s expansion.

An important part of the jig-saw puzzle is the Fujairah Northern Land Reclamation Project (FNLRP). Here are the basic pointers:

Basics of the Project

Location: Fujairah, UAE, north of the Fujairah Port.

Client: The Government of Fujairah.

Date of Completion: Phase 1-August 2011.

MUC Role: Consultant and Supervisor.

Contract Value: AED 1.013 billion.

Area

The reclamation and coastal protection of 224 ha. of land will stretch 500m from the coastline into the sea.

Purpose

The reclaimed area will be used for oil storage facilities, expansion of the port and other industrial developments.

Timetable

There are two phases to the project and three parts to the second phase.

FNLRP—Phase 2/Lot 1

This phase is to be completed by May 2012.

FNLRP—Phase 2/Lot 2

This part of the project is to be completed by December 2012.

FNLRP—Phase 2/Lot 3

This part of the project is to be completed by December 2012.

Free Public Wi-Fi Hotspots in Fujairah

High tourist cities like New York have big plans to increase the number of Wi-Fi hotspots in the city.

People can connect online at hotels but New York’s five-year digital initiative is designed to establish free Wi-Fi to 26 parks around the city.

In addition to parks, New York is rolling out Wi-Fi to subways, limo services and high tourist centres such as Times Square.

Fujairah Wired

In addition to Colleges, hotels and restaurants in Fujairah it would be good to see some more free Wi-Fi hotspots.

Further free public Wi-Fi Hotspots would:

+ Indicate that Fujairah is Serving its Tourists. Hotels and restaurants are quick to indicate the Wi-Fi features to its customers as a sign of their comprehensive service—see this web page of ‘Wi-Fi Wireless Internet Hotels Near Fujairah Airport’.

Free and public hotspots around the city would also convey the same message from the city leaders to all tourists. Web sites like this one indicate that the Wi-Fi service is a selling point and something that prospective visitors are looking for.

+ Reduce the Remoteness of Fujairah. There’s a widely held perception among residents and tourists in Dubai and Abu Dhabi that Fujairah is way out in the boondocks. The new and fast Dubai to Fujairah highway will lessen the tyranny of distance but to be a city and emirate that is effectively wired will connect Fujairah more closely with the world.

+ Enhance Fujairah’s Technological Sophistication. Fujairah is commonly perceived as being slow (shway, shway) and behind the times. In truth, many Fujairah residents don’t want their emirate to be a photocopy of another emirate and they are keen for Fujairah to be itself. This doesn’t mean, however, that Fujairah should ignore the advances of technology and having an improved Internet service including Wi-Fi hotspots will bring e-benefits to tourists and residents.

+ Underscore Fujairah’s Great Outdoors Status. The New York five-year digital plan indicates the importance of the parks to the ‘Big Apple’.

Similarly, the rolling out of more Wi-Fi hotspots in parks and on the Fujairah Corniche would highlight the importance of the coast and the beaches for tourists and residents alike. It would allow people to remain connected while they are outside and enjoying the Great Outdoors of the emirate.

Opening of First e-University in Fujairah

Making History

Earlier in October, the first e-University in Fujairah was opened in a ceremony at the Concorde Hotel.

VIPs

Distinguished guests included His Highness Sheikh Saif bin Hamad bin Saif Al Sharqi, Chairman of the Fujairah Free Zone, Dr. Mohammed Saeed Al Kindi, Minister of the Environment and Water, Dr. Faris Al Bayati, University President, Dr. Khalid Omari, the Minister of Education and Higher Education and former President of the University of Jerash (Jordan), Sharif Al Awadi, Director General of the Fujairah Free Zone and Abdulla Alhantoubi, Deputy Director of the Fujairah Municipality.

Hopes

Sheikh Saif Al Sharqi expressed his wishes that the university would be a beacon of science and a symbol of knowledge and scientific services.

Dr. Faris Al Bayati thanked Sheikh Al Sharqi for his efforts in helped to establish the university. He noted that the university was founded as the first Arab online university, led by Arab experts and academics and he expressed the hope that the university and its students would have a global presence.

The Day After the Storm in Fujairah

Clear Skies

A beautiful dawned in Fujairah today with clear air, mountains well-defined and new growth in the gardens.

Signs of the Storm

However, around the city there were the signs of yesterday’s torrential rains and storm, with flooded streets, snapped branches and abandoned cars.

Tragedy

The beauty of the day was tinged with the sad news of a young student who had lost her life so tragically through a lightning strike and the shock and grief of her family, friends and the HCT community.

Storms, Lightning, Thunder, Wind, Heavy Rain and Floods in Fujairah

Storm

From 2.40pm to 3.30pm today, (Wednesday 12 October 2011) there was high wind snapping branches and torrential rain which caused major flooding of streets and roads around Fujairah.

Mixed Emotions

As rain is so infrequent and today’s fall gave a generous dousing to the soil and plants, there were many people who expressed their happiness and joy.

Some expressed frustration with traffic moving slowly and houses and parked cars getting flooded.

The sirens from police cars and ambulances could be heard many times this afternoon. Within an hour, the storm had moved over the city and out to the sea but it will take a long time for the clean up to be accomplished and for the flood waters to subside.

Tragedy

Several people reported the death of a student at the HCT—Women’s College, caused apparently by a lightning strike.

Fujairah Celebrates Bread With the World

The celebration of bread got off to a colorful and tasty start this morning—the first of two mornings (Wednesday and Thursday).

In a tent behind the main Municipality building, representatives of the Public Health Department created a display of bread with most of the Fujairah bakeries taking a stall to showcase their bread.

Taste the Memories

Three Emirati women were cooking traditional bread on a hot plate and offering it to people to taste and enjoy. One man said, as he munched on this thin bread that had just come off the plate, “In the 1960s and 1970s this was the only bread we had. We did not have the great variety of bread that we can buy in bakeries and shops today.”

Bread Culture

Already the display of bread was triggering the memories of what used to be and it was apparent how the diversity of bread has emerged in tandem with the rich mix of culture in Fujairah.

Open for Tasting

Mohammed Saif Afkham, the Director of the Municipality, visited the exhibition with his deputy and a number of representatives. He officially opened the proceedings, encouraged the department organizing the event, thanked people from the Fujairah bakeries for their participation, tasted the bread that was being baked and joined in the photo opportunities.

Celebrating With the World

Mr. Afkham said it was important for Fujairah and the UAE to be joining with other countries for World Bread Day this week. It unites us with people around the world but it also highlights our distinctive bread and bakery culture.

Public Health

He said it was a good opportunity to talk about the ingredients that promote good living. He picked up a canister of potassium bromide and said it was banned in the UAE but health departments around the world have been campaigning against its use in cooking and its risk to public health.

Fujairah Municipality Launches New Speedy Services

Taht Amrek

The Taht Amrek service was launched on 11 October 2011 by the Director of the Fujairah Municipality, Mohammed Saif Afkham, his deputy, Abdulla Mohamed Alhantoubi and several departmental heads.

Aim

Taht Amrek aims to speed up regular transactions carried out by the Municipality as taht amrek means, 'Your wish is my command.'

It promises to provide more options for communication and thereby give greater customer satisfaction to citizens and residents.

The new initiative revolves around five basic services:

Suggestions and Complaints

Suggestions and complaints will be received and answered in record time through these several methods:

1. Filling in a form available from the Municipality headquarters and branches and dropping it into the SUGGESTION BOX.

2. Sending suggestions and complaints through this link on the Fujairah Municipality website.

3. Making your complaint or sending your suggestion on the 24-hour toll free number: 80036222.

The customer will receive a confirmation text message with a reference number that can be used in keeping track of the complaint or suggestion.

Internet and Fax Communication

Customers will complete many of their transactions in faster time by receiving their documents via the Internet or Fax.

Transportation

Free transportation to the nearest Municipality office and back home for those who don’t have transport available will be provided during official working hours. This service is limited to the emirate of Fujairah.

Document Delivery

Documents that cannot be sent via the Internet or Fax will be delivered by Empost the day after the transaction has been completed. A small cost will be charged for the delivery. This service covers all areas of the UAE, inside and outside Fujairah.

24-Hour Telephone Assistance

Customers can use the 24-hour toll free number of the Fujairah municipality—80036222—to report any problem, complaint or violation of rules.

Booklet

A colourful booklet in Arabic and English is available at the Fujairah Municipality that explains the new range of advanced services for Fujairah Municipality customers.

Further Matters

+ Mohammed Saif Afkham said it was likely that the booklet would be produced in several other major languages common to Fujairah residents.

+ Mr. Afkham also said that e-dirham services would be available in the near future so residents can pay for any services to the Fujairah Municipality online by credit card or electronic funds transfer.

+ Abdulla Mohamed Alhantoubi said that many Fujairah people work in Abu Dhabi throughout the week, returning over the weekend when the Fujairah municipality offices were closed. He said that the provision of a greater range of communication options, including the Internet service and Empost delivery, would help those in this situation.

Fujairah Looks to Create a Response Centre for Marine Emergencies

Good news for the marine environment, beach hotels, divers and fishermen—Fujairah is looking to develop a centre for marine emergency responses.

Preliminary Meeting

On the 10th October 2011, the Fujairah Municipality, in cooperation with the Ministry of Environment and Water, held a first preparatory meeting with three visiting experts from the Regional Organization for the Protection of the Marine Environment (ROPME).

Aims

The aim of the meeting was to gather data for establishing goals for protecting the marine environment from the risks of pollution which is an urgent matter considering the increased shipping traffic in the Gulf region.

A specific goal was to look at what would be involved in creating a centre that would respond effectively to marine emergencies.

This would be the second centre in the Gulf region.

Expert Presentation

The meeting received a detailed presentation on issues to do with creating a centre and why Fujairah would be an ideal location. The meeting looked at what support would be needed for ships in the event of an emergency.

Attendees

The meeting was attended by a high-level delegation of three experts from ROPME and a number of departmental heads from the Fujairah Municipality, the Ministry of the Environment, the Port of Fujairah and the Department of Immigration and the National Commission for Crises and Emergencies.

Good News

In view of the increasing number of oil tankers in Fujairah waters and the alarming incidence of oil dumping which damages the marine environment, the Fujairah beaches, the tourism and diving industries, this proposal could help provide effective surveillance and a coordinated cleanup when pollution occurs.

The Abu Dhabi Crude Oil Pipeline Project in Fujairah—Latest News

Another Big Project

At the France-Fujairah Forum held in Fujairah on 29 September 2011, Sohail Iqbal sketched out the details on the Abu Dhabi Oil Pipeline, Terminal and Refinery Project in his keynote address on the big development projects that are boosting the expansion of Fujairah.

Here are the main points:

Basics

The details of the Abu Dhabi Crude Oil Project (ADCOP) Project:

+ Owner: International Petroleum Investment Company.

+ Location: The pipeline extends from Hadshan, Abu Dhabi to Fujairah.

+ Length: The pipeline is 370 kms in length.

+ Contract Type: Engineering, Procurement and Construction (EPC).

+ Payment Terms: Lump Sum Turnkey (LSTK).

+ Facility Type: Crude oil pipeline.

+ Capacity: 1.5 million barrels per day (bpd) of crude oil.

Completion Date

The pipeline is expected to be complete by the second quarter of 2012.

Project Facilities

The facilities in this project include the following:

+ A pipe that is 370 km long and 48 inches in diameter.

+ A main pumping station.

+ An intermediate pumping station.

+ A main oil terminal.

+ Three Single Point Mooring (SPM) buoys for deepwater tanker loading at Fujairah.

Onshore Terminal

The details of the onshore terminal:

+ 8 tanks which have a 1 million barrel working volume and diameter of 110m.

+ Loading lines 64 inches (1.5m)

+ 12 ship loading pumps for a loading capacity of 80,000 bbl/hr for each SPM.

+ A fiscal metering station.

+ Focus on safety, fire, environmental protection and technical integrity.

Offshore Facilities

+ 3 SPM for VLCCs with 320,000 DWT.

+ 3 loading lines (48 inches) for 80,000 bbl/hr for each line.

+ Integration with future project requirements of the Fujairah Municipality and the Port of Fujairah.

Director of Fujairah Municipality Inspects Dams and Roads After Floods

Inspection

Following the weekend rain, Director of the Fujairah Municipality, Eng. Mohammed Saif Alkham and Director of Natural Resources for Fujairah, Ali Qasim, inspected all dams and valley areas in the emirate of Fujairah where they were briefed on the situation for residents in the flood-affected areas.

Maintenance

Many roads were damaged by floodwaters, especially those that surround Wadi Wurayah, Wadi Ham, Al Bithna and Wadi Sidr.

The Director of the Fujairah Municipality ordered the total repair of these roads, as soon as possible, so they can be reopened to the public. He issued directives to strengthen some of the dams that catch the rainwater.

Warning

The Fujairah Municipality calls upon all citizens, residents and campers to follow safety procedures in the event of future unstable weather and flooding, especially to keep away from streams that can rise quickly and endanger human life.

The Fujairah Oil Industry Zone—Latest News

In his address to the France—Fujairah Forum, Sohail Iqbal, the municipality’s chief engineer, gave an update on the Fujairah Oil Industry Zone (FOIZ).

Here are his main points:

Establishment

His Highness, Sheikh Hamad bin Mohammed Al Sharqi, Supreme Council Member and Ruler of Fujairah, promulgated the establishment of the Fujairah Oil Industry Zone (FOIZ) through an Emiri Decree—Law #4 of 2011 on 29 March 2011.

Purpose

The FOIZ was set up for these purposes:

+ Developing the petroleum strategy for investment in the region.

+ Regulating all petroleum and hydro-carbon industries including oil and gas industries.

+ Providing infrastructure to companies.

+ Providing administrative services to investors.

Development Plans

+ The current development aims to be completed by the end of 2014.

+ Presently there are 136 tanks with a storage capacity of three million cubic metres.

+ At completion, there will be 262 tanks with a capacity of seven million cubic metres for the storage and export of crude oil and petroleum products.

Vital Statistics

+ 2011 storage capacity: 3,106,504 cubic metres.

Mr. Sohail Iqbal, the Chief Engineer of the Fujairah Municipality, spoke to his audience at the France—Fujairah Forum (29 September 2011) about the developments at the Fujairah Port, in his keynote address on Fujairah’s big projects.

Port of Fujairah

The Port of Fujairah is characterized by these features:

+ Drafts of 15 metres.

+ A 1.4 kilometre long Main Quay.

+ Two bulk loaders for aggregate export.

+ Southern Breakwater Berths.

+ Northern Breakwater Berths (OT1)—Oil Berths.

+ Northern Breakwater Berths (OT2)—Oil Berths.

Two Bulk Loaders

There are two bulk loaders used for aggregate export. Here are the specifications:

+ Berth lengths: 600 metres.

+ Draft: 15 metres.

+ The first bulk loader is capable of loading 2,000 tons per hour.

+ The second bulk loader is capable of loading 4,000 tons per hour.

Southern Breakwater Berths

+ Draft of 15 metres.

+ 840 metres of general cargo berths.

+ A travel lift facility and berth available for the lifting of supply and associated vessels for maintenance and repair.

+ Common user sites for vessel repair.

Northern Breakwater Berths (OT1)—Oil Berths

+ Draft: 18 metres.

+ Four berths.

+ Commissioned in January 2006.

+ Lengths: 840 metres.

Northern Breakwater Berths (OT2)—Oil Berths

+ Commissioned in June 2010.

+ Draft: 18 metres

+ Four berths.

+ Lengths: 1,500 metres.

The range of services provided by the Port of Fujairah includes:

+ General cargo—including project cargoes.

+ Bulk cargo—including aggregate exports.

+ Wet bulk cargo—including fuel, oil for bunkering and trading.
